In August my husband and I drove from Pittsburgh to New Castle, about a 45 minute drive and I handed in my forms. I requested 10 certificates. But, I was related to all of them.
I was told at that time it would be a few days. It actually took one week and I was pleased with the information.
I know Philadelphia has their records on line. I also see no reason for all the red tape when most of the other states have their records on line, other than it is a money maker for the state of PA.
